The next day, WiFi calling would work perfectly on the same WiFi network. This leads me to believe the issue is on T-mobile's end. I tried all of the suggestions from people, opening multiple ports on the router(s), and changing sim cards. Nothing worked reliably. Except switching to Verizon and not having to use WiFI calling in the first place
A month ago I switched from the carrier I had for the last 10 years to T-Mobile Connect pre-paid. It seemed like a great deal. The day I signed up I also activated autopay on the account. People use wifi calling so they wont have to use their own data. Thats not possible with prepaid. You will be using data to use your network to make your calls.
