My modem is an Actiontec v1000h and I use Azureus Vuze at my bittorrent client. telus certainly throttles, at first downloads were coming in fast like some of you described but after awhile no torrent downloads faster than 10kb/sec its horrible. Telus doesn't throttle bittorrent traffic (or any traffic for that matter); what's probably happening is that your torrent client is not set up correctly and is saturating either your upstream Telus seems to be focusing all of their efforts on their major fiber roll out currently so there's a very good chance that'll arrive before upgraded copper connections.
